How the NJ ANCHOR Program Works
Three Programs That Can Stack
New Jersey homeowners and renters may be eligible for up to three separate property tax relief programs in the same year:
1. ANCHOR Benefit A fixed annual payment: $1,500 (homeowners, income ≤ $150K), $1,000 (homeowners, income $150K–$250K), or $450 (renters, income ≤ $150K). This is direct relief applied to your tax bill or paid as a check.
2. Senior Freeze (PTR) Reimburses property tax increases above your base year amount. For a homeowner whose taxes went from $9,000 (base year) to $11,500 today, the PTR would reimburse $2,500/year — growing every year taxes increase. This benefit compounds over time.
3. Veteran Benefits $250 annual deduction (honorably discharged veteran) or full exemption (100% permanently disabled veteran). Apply directly to your municipality — separate from ANCHOR.
Why ANCHOR's Income Definition Matters
NJ Gross Income for ANCHOR does NOT include Social Security benefits. A retiree with $60,000 in SS income + $80,000 in pension income has $80,000 in NJ gross income (assuming the pension is taxable in NJ) — well under the $250,000 ANCHOR limit — even though their total household cash income is $140,000.

Understanding the Inputs
- Residency Type
- Homeowners and renters both qualify for ANCHOR, but the benefit amounts and income limits differ. Homeowners receive $1,500 (income ≤ $150K) or $1,000 (income $150K–$250K) per year. Renters receive $450/year if income is ≤ $150K. For renters, NJ treats 18% of annual rent paid as "deemed property tax" — so renters with $24,000/year in rent are treated as if they paid $4,320 in property taxes. This deemed tax figure is used to calculate net effective housing cost.
- NJ Gross Income
- NJ Gross Income is NOT the same as federal AGI. Most importantly, Social Security benefits are excluded from NJ gross income (NJ does not tax SS). Pension income may also be partially or fully excluded depending on your age and income level. Use Form NJ-1040 line 29 (Total Income) as your reference — not your federal AGI. For ANCHOR, the income limits are: homeowners ≤ $250,000 NJ gross income; renters ≤ $150,000 NJ gross income.
- Annual Property Tax Paid
- The total property tax you paid on your primary NJ residence during the benefit year. This is the amount shown on your property tax bill from your municipality. NJ has the highest median property tax in the United States — typically $7,000–$14,000 per year depending on county and municipality. The ANCHOR benefit amount is fixed regardless of how high your property taxes are — it is not a percentage of taxes paid. However, the benefit is used to calculate your net effective property tax burden.
- Annual Rent Paid
- If you are a renter, enter total rent paid for the year on your primary NJ residence. Do not include utilities unless bundled into rent. NJ uses 18% of annual rent as "deemed property tax" — a proxy for estimating the property tax burden embedded in your rent payments. This figure is displayed for informational purposes and affects the net effective housing cost shown.
- Years of NJ Homeownership
- Required to check Senior Freeze (Property Tax Reimbursement, PTR) eligibility. The Senior Freeze requires that you have owned and lived in your NJ primary residence for at least 10 consecutive years. If you moved recently, you may not yet qualify for PTR even if you meet the age and income requirements. Renter-years in NJ do not count toward this 10-year requirement.
